Title: City Centre Parking Plan review
Client’s challenge:
The City of Mandurah sought a strategic review of its internally developed "City Centre Parking Plan 2023-2033," which currently maintains a free parking system. Ahead of a future revision, the City required an independent assessment of the plan's key assumptions and frameworks. Specifically, the City needed to understand any potential unintended economic consequences of the current approach and to inform the terms of reference for any future revisions.
Our solution:
Positive Economics Advisory, in partnership with Movement & Place Consulting, undertook an independent review structured around three key areas of inquiry:
Demand forecasts: We reviewed the methods for forecast car parking demand, comparing the forecast growth scenarios against population growth projections from the WA Planning Commission and other external providers.
Intervention identification: We evaluated whether the Plan’s proposed interventions aligned with the Plan's strategic objectives.
Shortlisting and ranking: We examined the methodology for prioritising the interventions. We highlighted potential unintended economic consequences of the current method for ranking interventions and made recommendations on how this could be refined.
We compiled these findings into an summary report and presented this to City of Mandurah executives, providing clear recommendations to inform the terms of reference for any potential future parking strategy revision.
